Competition Introduction

To provide greater support for young entrepreneurial talent and help aspiring entrepreneurs realize their dreams in Beijing, the Beijing Overseas High-level Talent Association, with the support of the Beijing Municipal Talent Work Bureau and the Changping District People's Government of Beijing Municipality, has established the HICOOL Young Entrepreneur Dream Competition (hereinafter referred to as the "Dream Competition"). University students currently enrolled in higher education institutions, as well as graduates who have completed their studies within the past two years and are either starting or preparing to start a business, are eligible to apply.

The Dream Competition consists of two rounds of evaluation: application review and pitch presentation. A total of 3 projects will receive First Prize, 5 projects will receive Second Prize, and 10 projects will receive Dream Supernova. The award ceremony is scheduled to take place during the HICOOL 2026 Global Entrepreneurs Summit. Award-winning projects and participants will be granted direct entry to the regional competition of the following year's HICOOL Global Entrepreneurship Competition and will receive a range of support resources, including complimentary office space, internship opportunities with leading enterprises, and promotional and exhibition opportunities.

Support Measures

Office Space

Winning projects may settle in Changping District's "Future+" Youth Talent Eco-Block. Eligible projects enjoy subsidies for over 30 high-quality incubation spaces, covering workstations, pilot-scale, and pilot-production facilities for three consecutive years.

Startup Support

Winning projects starting up in Changping receive startup subsidies. Those obtaining startup loans in Changping qualify for full interest subsidies. They also gain access to matching opportunities with district-owned tech industry funds and dedicated enterprise growth concierge services.

Housing & Living

Winning projects starting up in Changping may apply for short-term rent-free talent apartments and medium-/long-term rent subsidies, plus a living allowance of a specified amount.

Talent Services

Project founders may directly apply for the "Changju Project" talent policy at the startup stage. Core team members receive integrated "work + life" dual-cycle service support for young talents.

Internships

Participants from winning projects may access short-term internships at leading Beijing-based enterprises, companies founded by HICOOL awardees, or research laboratories.

HICOOL Benefits

Winning projects receive concentrated promotion across HICOOL's media network and are automatically qualified to advance directly to the divisional rounds of the next HICOOL Global Entrepreneurship Competition.
Dream Accelerator Program
HICOOL offers a Dream Accelerator Program for selected award-winning projects in Changping District, Beijing. The program focuses on the entrepreneurial environment, equity financing, business management, risk mitigation, and other practical topics, providing founders with professional training and in-depth guidance. Mentors include renowned investors, innovation leaders from major enterprises, and winners of the HICOOL Global Entrepreneurship Competition.

Competition Schedule
Eligibility Requirements
Project Requirements

The participating project must be a commercially viable entrepreneurial venture with the potential to generate economic value. Both projects that are already in operation and those planned for future launch are eligible.

The intellectual property rights associated with the participating project must be clearly defined and free of any disputes.

Participant Requirements

Participants must be currently enrolled at a higher education institution worldwide or have graduated from a higher education institution on or after January 1, 2024.

Participants must be 35 years of age or younger.

Each participating project may be registered by a team of 1 to 3 participants.

Participants must be core members of the project's founding team.

Each participant may register for only one project.

Direct Entry Rules

Projects that have advanced to the Preliminary Round or any subsequent stage of the HICOOL Global Entrepreneurship Competition are eligible for direct entry into the Dream Competition Final Round (Pitch Presentation and Q&A).

Projects that have advanced to the provincial finals of the China International College Students' Innovation Competition (2024 or later), the provincial finals of the "Challenge Cup" College Student Entrepreneurship Plan Competition (2025), or the finals of the "Jingcai Entrepreneurship" Beijing College Student Innovation and Entrepreneurship Competition (2024 or later) are eligible for direct entry into the Dream Competition Final Round (Pitch Presentation and Q&A).
Important Notes
1. All information and materials submitted by participants must be true, lawful, complete, and valid. Participants accept full responsibility for any consequences arising from plagiarism, unauthorized use, falsification, or misrepresentation.

2. The competition organizers and implementing organizations may reasonably use participant information, basic project information, and basic company information for competition-related reporting, display, media coverage, promotion, and resource-matching activities.

3. Participants must remain reachable throughout the competition. A participant who cannot be contacted will be deemed to have withdrawn from the competition.

4. If force majeure prevents the competition from proceeding as scheduled, the Organizing Committee may adjust the schedule, competition format, or event arrangements.

5. Award-winning projects and applicants from previous editions of the Youth Entrepreneurship Dream Plan are not eligible to participate.

6. The Competition Organizing Committee reserves the right of final interpretation of all competition rules.
